Security in Nigeria cannot be solved inside a boardroom or from a distant headquarters. As crime tactics change, the link between local communities and law enforcement has become critical for protecting lives and property.

At the 6th Conference and Retreat for Senior Police Officers (CARSPO) in Owerri, Imo State Governor Hope Uzodimma and Inspector-General of Police Olatunji Disu laid out a clear blueprint: true public safety requires local trust, active community intelligence, and professional accountability.

The Principle of Subsidiarity: Local Knowledge Meets Federal Power

During his lecture at the Landmark Event Centre, Governor Uzodimma highlighted the principle of subsidiarity—the idea that operational decisions should be made at the most immediate or local level capable of addressing them.

“The federal government and the Nigerian Police Force possess the means of coercion which no community organization can replicate. Communities, however, possess priceless knowledge which no headquarters can manufacture.”

Drawing from Imo State’s security experiences, Uzodimma noted that local intelligence is essential for identifying bad actors and distinguishing political violence from organized crime, armed robbery, and kidnapping.

Any effective state policing framework must guarantee:

  2. Constitutional Allegiance: Protecting citizens’ fundamental rights above political interests.

  3. Professional Accountability: Maintaining strict oversight and legal standards.

With upcoming election cycles, proactive community intelligence becomes even more vital. Electoral violence often begins long before election day, making sustained neighborhood monitoring a necessary safeguard.

Police Reform and Building Public Trust

In response, Inspector-General of Police Olatunji Disu emphasized that intelligence gathering works best when citizens trust the force.

IGP Disu noted a significant drop in public complaints against officers across various commands—a trend he attributed to active supervisory efforts by State Commissioners of Police. His goal for the force is simple: drive complaints down toward near-zero through accountability and emotional intelligence.
