Nigeria Tax Reform Row 2025: Civil Society Groups Demand Urgent Probe Into Altered Bills

The Nigeria Tax Reform Row 2025 has reached a fever pitch as prominent Civil Society Organizations (CSOs) raise alarms over alleged post-legislative tampering. Multiple groups, including CHRICED, SERAP, and #FixPolitics, are now demanding an independent investigation into the tax bills signed by President Bola Tinubu. Consequently, these groups argue that unauthorized changes to the law represent a direct assault on the nation’s democratic foundations.

Allegations of Secret Alterations Spark National Outcry

The controversy began when Abdulsammad Dasuki, a PDP lawmaker, alleged that officials inserted new provisions into the tax laws after the National Assembly had already passed them. Specifically, the Resource Centre for Human Rights and Civic Education (CHRICED) condemned these “shocking” alterations.

Furthermore, reports indicate that the gazetted versions contain powers that lawmakers never debated. For instance, new provisions allegedly allow tax authorities to seize funds without court orders and mandate the use of the US dollar for tax computation. Because these additions bypass the constitutional law-making process, CHRICED described the situation as an act of coordinated impunity.

SERAP Urges President Tinubu to Publish Certified Bills

In addition to the outcry from CHRICED, the Socio-Economic Rights and Accountability Project (SERAP) has taken legal action. The organization sent a Freedom of Information request to the President, urging him to publish certified true copies of the original bills received from the National Assembly.

SERAP argued that comparing the debated bills with the signed laws is the only way to restore public trust. Moreover, they called for an independent panel of inquiry, headed by a retired Justice, to identify those responsible for any illegal changes. Therefore, if the versions do not match, the organization demands the immediate prosecution of any officials involved in the tampering.

Transparency Concerns Over the Nigeria-France Tax Agreement

While the domestic bill controversy grows, the #FixPolitics Initiative is flagging additional concerns regarding international agreements. The group has called for the full publication of the Memorandum of Understanding (MoU) recently signed with France’s tax authority.

Although the Federal Inland Revenue Service (FIRS) claims the deal supports digital transformation, #FixPolitics argues that official explanations have been largely reactive. Consequently, they believe that transparency is the only antidote to the public fear and speculation currently surrounding the deal.
